Associated Electric Cooperative staff and a third-party geologist will be available Oct. 16 at the Goppert Community Center to update interested parties on the utility-waste landfill for the cooperative’s proposed power plant. The open house begins at 4 p.m. The community center is located at 201 S. Pine St. in Norborne.
The power plant project includes an on-site utility-waste landfill. Disposal of the plant’s utility wastes, primarily fly ash, bottom ash and scrubber wastes, must occur in a utility landfill permitted by the Missouri Department of Natural Resources. No municipal waste or trash will go into the landfill.
As part of DNR’s multistep permitting process, St. Louis-based environmental engineering company GeoTechnology Inc. conducted a Detailed Site Investigation (DSI) to assess soil and groundwater conditions at the 142-acre landfill site. The site investigation helps AECI design the landfill to ensure the surrounding environment is protected. Results from the site investigation will be presented Oct. 16. The full DSI report will be available 60 days following the Oct. 16 meeting at AECI’s Norborne office on Highway 10; the DNR Division of Geology and Land Survey, 111 Fairgrounds Road, Rolla, MO 65401; and on AECI’s Web site, www.aeci.org.
The DSI report will be submitted to DNR for review and comment. Once the report is completed and approved by the state, AECI can apply for a landfill construction permit through DNR’s Solid Waste Management Program. That permit is required to regulate design, construction, maintenance and monitoring throughout the landfill’s operational life and during the post-closure period.
The public will be invited to a hearing on a draft construction permit, should DNR approve AECI’s application. If a landfill construction permit is issued, AECI can begin construction.
In the last step of the permitting process, AECI will apply for an operating permit. Before this permit is issued, DNR will conduct an inspection of the area to make sure all preoperational features are constructed according to the approved plans and permit.
AECI is the wholesale power supplier for Missouri’s rural electric cooperatives. The cooperative has proposed building a 660-megawatt, coal-based power plant to meet growing electricity demand among its member-owners: six generation and transmission cooperatives that serve 51 local distribution cooperatives. The proposed plant site is northwest of Norborne, Mo., in Carroll County.
